Risk Management Strategy
NCEC aims to run safe and friendly competitions. All National Capital Equestrian Club events, both official and associate, will be conducted under EFA and FEI rules. The following Risk Management Plan meets requirements under those rules. The Club reserves the right to refuse entry, reprimand or, ask any competitor or spectator who is judged to be acting contrary to this plan to leave the venue.
Safety Manager
The Safety Manager is Liz Pugh. This person has full authority to make all decisions concerning the safety of the riders, facilities, spectators and horses at Club events and other activities.

Volunteers
NCEC uses many volunteers in the conduct of a competition. NCEC ensures that all volunteers are:
- experienced with horses and competition, where applicable
- aware of their responsibilities and inherent danger involved in equestrian activities
- are appropriately trained and supervised
- briefed on the day
- have signed an insurance waiver for the day
- under 18 years old will produce a waiver signed by parent or guardian

Emergency Services
NCEC has on site on competition days:
- An incident book for recording potentially dangerous events
- Basic first aid and veterinary kits
- Phone numbers for local medical services
- Phone numbers for the local veterinary surgery out of hours
- Phone number for police, ambulance and fire brigade
- A written plan for dealing with a crisis if such should occur

Venues
As a general principle NCEC will only select venues that are safe for competitors and horses. The following outlines the specific considerations for each venue:
Overall
Safe for competitors and horses, including
- well fenced,
- good access for emergency vehicles,
- bathroom facilities,
- cleared of debris, and
- good quality surfaces
Venue Inspections
The venue will be inspected in the week prior to the event and the day before during arena setup. High Risk Areas will be identified and monitored /supervised throughout the day of competition
Entry
Safe, ample entry for all vehicles
Parking - Cars, Floats and Trucks
Parking is clearly indicated and
- separate from warm up and competition arenas
- floats are parked with sufficient distance to ensure safety of horses tethered to floats
- horses are correctly tethered to floats
- exits are not blocked
Arena
Only use EFA sanctioned arenas, stands and edges
Horses
All horses are under control of a responsible person.
Competitors
All riders are covered by EFA or NCEC insurance arrangements or have signed a non-members waiver
Spectators
All spectators attend the venue at their own risk. Spectators are required to stay away from warmup areas and a minimum distance of 10 metres from competition arenas
Dogs
All dogs are kept on leads and away from competition areas
